As of 1 January 2026, a significant milestone has been reached in the Netherlands with the implementation of the Integral Suicide Prevention Act. This legislation underscores the nation's commitment to a comprehensive approach to suicide prevention, emphasising the importance of collaboration among various stakeholders.
The Integral Suicide Prevention Act mandates municipalities to develop and implement suicide prevention policies. This legislation recognises that suicide prevention is not solely a healthcare issue but requires a broad, societal approach. Municipalities are now tasked with creating local action plans that address suicide prevention through various lenses including public health, social services and community engagement. Some municipalities use the EAAD Community-Based 4-Level Intervention as a framework for their local action plans.
To provide municipalities with the necessary tools, knowledge and support to effectively implement suicide prevention strategies, EAAD partners from 113 Suicide Prevention have joined forces with the Association of Netherlands Municipalities (VNG) and the national umbrella organisation for Dutch public health and regional medical emergency services (GGD GHOR).
113 Suicide Prevention plays a pivotal role in this collaborative effort. With its expertise in suicide prevention and mental health support, they offer a range of services to municipalities, including:
Training programmes for professionals and volunteers to recognise and respond to suicide risk.
Expert advice on developing and implementing local suicide prevention plans.
Resources such as guidelines, toolkits and informational materials.
GGD GHOR and VNG support municipalities by integrating suicide prevention into public health policy, coordinating local efforts and sharing best practices across the country.
The implementation of the Integral Suicide Prevention Act marks a significant step forward in the Netherlands' approach to suicide prevention.
